WHEREAS, on June 30, 2017, Marshall Randall Doherty and wife, Monica N.
Doherty, executed a Land Deed of Trust to John R. Gunn, Trustee for the
benefit of First State Bank, which Deed of Trust was recorded July 7,
2017, in the Land Deed of Trust Records as Instrument 201702177in the
Chancery Clerk's Office of Wayne County, Mississippi,
WHEREAS, default has been made in the payment of the indebtedness
secured by said Deed of Trust and the legal holder of the note secured
by said Deed of Trust has requested the undersigned to sell said
property for the purpose of satisfying the indebtedness and cost of
sale.
NOW, THEREFORE, notice is hereby given that the undersigned Trustee

Doherty property for 203.88 feet to a 3/4 inch iron pipe; thence run
South 89 degrees 23 minutes 03 seconds West along a fence for 876.55
feet to the Point of Beginning, containing 10.37 acres, together with
all improvements situated thereon and appurtenances appertaining
thereto, LESS AND EXCEPT all oil wells, storage tanks, treaters and any
and all equipment pertaining to the discovery and production of oil, gas
and other minerals.
together with all and singular the improvements situated thereon and
hereditaments and appurtenances thereunto belonging.
Title to said property is presumed to be good but I will convey only
such title as is vested in me as Trustee.

REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES (CDBG)
The Wayne County Board of Supervisors, requests proposals from qualified
firms or individuals to provide engineering services for work related to
the implementation of approved FY 2024 Community Development Block Grant
(CDBG) project(s). You are invited to submit a proposal, in accordance
with this request, by mail or hand delivery to office of the Wayne
County Board of Supervisors; Attn: Melissa Davis, at 609 Azalea Drive,
Waynesboro, Mississippi 39367-2616, no later than 10:00 a.m. on Friday,
March 22, 2024.
The Engineer will be responsible for preparing project costs estimates
for application preparation and if awarded, the selected Engineer will
provide all engineering services through project closeout in accordance
with federal, state and local law, regulations and policies. The scope
of work includes but is not limited to the following: l) prepare
preliminary engineering report and cost estimates for proposed CDBG
applications, 2) prepare plans and specifications, 3) distribute bid
documents, 4) assist in bid opening and prepare bid tabulation, 5)
assist in the execution of construction contracts, 6) hold
pre-construction conference, and 7) perform construction inspection
including periodic reports to the County and approve all payment
requests.
The Wayne County Board of Supervisors is an Equal Opportunity Employer.

Woman-owned Business to submit proposals. Section 3 of the Housing and
Urban Development Act of 1968, as amended (12 U.S.C. 17010) requires, to
the greatest extent feasible, that the Wayne County Board of Supervisors
and its contractors that participate in the above referenced Program
give opportunities for job training and employment to lower incomes
residents of Wayne County. Section 3 also requires that contracts for
work in connection with the Section 3 area be awarded to Section 3
eligible business concerns.
All proposals must be submitted in a sealed envelope and marked with the
following language: Proposal for CDBG Engineering Services." Proposals
will be evaluated on the following factors: Qualifications (40 points),
Experience (40 points), and Capacity for Performance (20 points). To be
evaluated properly, the following must be addressed in detail:
Qualifications List of qualifications of persons to be assigned to
project;
Experience - Information regarding the firm's experience and the
projects previously undertaken, including the type and amount of grants
awarded, the projects activities, and the status of the projects;
Capacity for Performance - Identify the number and title of staff
assigned to provide services.
Wayne County Board of Supervisors will designate a selection committee
to evaluate each proposal. The selection committee may hold proposals
for a period of up to thirty (30) days for the purpose of reviewing and
investigating the proposals' content. The Wayne County Board of
Supervisors reserves the right to reject any and/or all proposals.
Subject to CDBG award(s) and the removal of all environmental
conditions, the County will award a contract with the qualified firm or
individual whose proposal has the highest number of cumulative points
and determined to be the most advantageous to the County, price and
other factors considered. The contract will include scope and extent of
work and other essential requirements. An individual contract will be
executed for each awarded project, and the contract will be on a fixed
price basis in accordance with the established CDBG program fee scale.
The County has the authority to terminate the selection at any time.

Request for Proposals and Invitation to Bid
For LED Pole in Air Lighting System for Waynesboro
Sports Complex
The City of Waynesboro, Mississippi, will receive sealed written
Proposals for the LED Pole In Air Field Lighting System installation of
the Waynesboro Sports Complex. Installed with conduit stubbed out to
each pole for future wiring connections to include and install lighting
control panels inside building. Proposals will be received at
Waynesboro City Hall, City Clerk's Office, 714 Wayne Street,
Waynesboro, Mississippi until 10:00 a.m., C.S.T. on Friday, March 15,
2024, at which time all proposals will be publicly opened and read
aloud. The envelopes containing the Proposals must be sealed and
addressed to City Clerk, City of Waynesboro, 714 Wayne Street,
Waynesboro, Mississippi 39367.
All Proposals shall give the amount of each bid for the service to be
performed and must be signed by the Bidder. Each Proposal must be
submitted in a sealed envelope bearing on the outside the name of the
Bidder, its address, and plainly mark "LED Pole Lighting System
Installation". If forwarding by mail, the sealed envelope containing
the Proposal must be enclosed in another envelope addressed as specified
in the Proposal. The City may consider as irregular any Proposal not
prepared and submitted in accordance with the provisions hereof and may
waive any informalities or reject any and all Proposals. Any Proposal
may be withdrawn prior to the above scheduled time for the opening of
Proposals. Any Proposal received after the time and date specified above
will not be considered. All bids/proposals must be valid for 120 days.
A Proposal shall be deemed as having been awarded when formal notice of
award shall have been mailed by the City to the Bidder. The Bidder to
whom the Contract shall have been awarded will be required to execute 3
copies of a Contract furnished by the City. In case of the Bidder's
refusal or failure to do so within ten (10) days after its receipt of
formal notice of award. Bidder will be considered to have abandoned all
rights and interests in the award and the work readvertised for
Proposals as the City may elect.
Each Proposal shall be accompanied by a letter from a corporate surety
satisfactory to the City stating that a Performance Bond will be
furnished by it to the person submitting the Proposal in the event it is
the successful Bidder. A Moody's or A. M. Best's rating will be
required for all Bonds from any company other than nationally recognized
firms. Such letter shall be signed by an authorized representative of
the surety together with a certified and effectively dated copy of the
power of attorney. Attorneys-in-fact who sign bonds must file with each
bond a certified and effectively dated copy of their power of attorney.
The successful Bidder will be required to furnish a performance bond as
security for the faithful performance of this Contract. Said performance
bond must be in an amount equal to the bid. Premium for the bonds
described above shall be paid by the Contractor.
Scope: The scope of the work, insurance requirements, indemnification,
and other provisions under the proposed Contract shall consist of all
items contained in a document styled "General Contract
Specifications" which may be inspected or obtained at the City
Clerk's Office, 714 Wayne Street, Waynesboro, Mississippi or by email
All bidders will be required to visit the construction site and submit a
detailed proposal of service installation and cost.
The opening and reading of a Proposal shall not be construed as an
acceptance of the Bidder as a qualified, responsible Bidder. The City
reserves the right to determine the competence and responsibility of a
Bidder from its knowledge of the Bidder's qualifications or from other
sources.
Explanations desired by a prospective Bidder shall be requested of the
City Clerk in writing, and if explanations are necessary, a reply shall
be made in the form of an Addendum, a copy of which will be forwarded to
each known Bidder.
The City reserves the right to accept any Proposal or to reject any or
all Proposals, and to waive defects or irregularities in any Proposal.
In particular, any alteration, erasure or interlineations of the
Proposal may render the Proposal irregular and subject to possible
rejection by the city.

Hood Industries, Inc., Waynesboro, located at 915 Industrial Park Road,
in Waynesboro, MS, (601) 735-5038, has applied to the Mississippi
Department of Environmental Quality (MDEQ) for the following permitting
action: Renewal of Title V Operating Permit (Air Ref. No. 2840-00004).
An Information Relative has been prepared that contains a discussion of
the decision-making that went into the development of the permit and
provides the permitting authority, the public, and other government
bodies a record of the technical issues surrounding issuance of the
permit. The information relative also addresses any changes to emissions
and/or discharges resulting from any modification of the facility.
Hood Industries, Inc., Waynesboro, is an existing industrial facility
that produces dried dimensional pine lumber with wood shavings, wood
chips, and bark as a by product. The facility's overall operations
fall under SIC Code 2421 and NAICS Code 321113. Hood Industries, Inc.
exceeds the Title V major source threshold of 100 tons per year for of
the following criteria air pollutants: carbon monoxide (CO), particulate
matter less than 10 microns (PM10), particulate matter less than 2.5
microns (PM2.5), and volatile organic compounds (VOCs). The facility's
potential-to-emit hazardous air pollutants (HAPs) exceeds the Title V
major source thresholds of 25 tpy of total HAPs and 10 tpy for the
following individual HAP: Methanol.
The staff of the Permit Board has developed this draft permit based on
information submitted to the Permit Board by the applicant, appropriate
State and Federal agencies and other interested parties. The staff of
the Permit Board is soliciting all relative information pertaining to
the proposed activity, including public comment, to ensure that the
final staff recommendation on the draft permit complies with all State
and Federal regulations. Public review and comment on the draft permit
and supporting documentation is an important element in the staff
evaluation and resulting recommendation to the Permit Board. The draft
permit conditions have been developed to ensure compliance with all
State and Federal regulations but are subject to change based on
information received as a result of public participation.
Persons wishing to comment upon or object to the proposed determinations
are invited to submit comments in writing to Fisher Floyd at
https://www.mdeq.ms.gov/floyd-fisher/or to the Permit Board address
shown above, no later than the end of April 1, 2024. All comments
received by this date will be considered in the formulation of final
determinations regarding the application. A public hearing will be held
if the Permit Board finds a significant degree of public interest in the
proposed permit. Persons wishing to request a public hearing may do so
by submitting that request in writing to Fisher Floyd at
https://www.mdeq.ms.gov/floyd-fisher/ or to the Permit Board address
shown above. The Permit Board is limited in the scope of its analysis
to environmental impact. Any comments relative to zoning or economic
and social impacts are within the jurisdiction of local zoning and
planning authorities and should be addressed to them.
After receipt of public comments and thorough consideration of all
comments, the staff will formulate its recommendations for permit
issuance and a proposed permit if that is the recommendation. The Title
V Permit to Operate is a permit that is required by Title V of the
Federal Clean Air Act and the Mississippi Air and Water Pollution
Control Law. The Title V permit is a Federally-enforceable permit as
well as a State permit. Therefore, the U.S. Environmental Protection
Agency (EPA) will also be allowed an opportunity to review the
application, proposed permit, and all comments received during the
public comment period prior to Permit Board action on the application.

occupants listed below are default in payment of the sums due under said

mail, return receipt requested, to the last known address of the
occupant, of the occupants' default and the claims of the undersigned;
and more than fifteen (15) days have now expired since notice by
certified mail was postmarked.
