WAYNE COUNTY BOARD OF SUPERVISORS

Separate sealed bids will be received by the Wayne County Board of 
Supervisors in the boardroom at the Wayne County Courthouse, Waynesboro, 
Mississippi, until 10:00 a.m. on Monday, April 6, 2026, for the 
construction of a County Multi-Purpose Arena, Phase 1 to be located 
within the Meadowlands Commerce Park in Wayne County also known as 
Engineer's Project No. WCBS-101-24(1). Bids will be opened in public 
and read aloud. 
The Plan drawings, Specifications, and Contract documents are on file 
and can be viewed and obtained online via the website of the Engineer of 
Record, Lawrence R. Clark, P.E. at www.clarkengineersprojects.com. By 
use of the website the plan holders shall be able to view and obtain 
hard copies of the Plans and Specifications and/or shall also have the 
opportunity to submit an official bid online. 
All hard copy proposals shall be directed to the attention of The Wayne 
County Board of Supervisors with the outside of the envelope marked 
"WCBS-101-24(1) County Multi-Purpose Arena, Phase 1". Contractor 
shall indicate certificate of responsibility number on the outside of 
the envelope. Online bids shall be submitted, accepted, and opened as 
instructed in the contract documents. 
Basis of Award: The award, if made, will be to the lowest and best 
qualified bidder. The Board intends to accept the lowest and best bid 
and reserves the right to reject any and/or all bids.
Total Contract Time as Advertised: 120 Calendar Days
The Board of Supervisors hereby notifies all bidders that it will 
affirmatively ensure that, in any contract entered pursuant to this 
advertisement, minority business enterprises will be afforded full 
opportunity to submit bids in response to this invitation and will not 
be discriminated against on the grounds of race, color, or national 
origin in consideration for an award.
Certified Check or Bid Bond for five percent (5%) of total bid payable 
to Wayne County must accompany each proposal.
Bidders are hereby notified that any proposal accompanied by letter 
qualifying in any manner the condition under which the proposal is 
tendered will be considered an irregular bid, and such proposals will 
not be considered in making the award.

TRUSTEE'S NOTICE OF FORECLOSURE SALE

COUNTY OF WAYNE
WHEREAS, on September 30, 2022, David Pippen and wife, Miranda Pippen, 
executed a Land Deed of Trust to John R. Gunn, Trustee for the benefit 
of First State Bank, which Deed of Trust was recorded October 4, 2022, 
in the Land Deed of Trust Records as Instrument 202203142 in the 
Chancery Clerk's Office of Wayne County, Mississippi,
WHEREAS, on July 10, 2024, Miranda Pippen, filed a Petition for 
Bankruptcy in the United States Bankruptcy Court for the Southern 
District of Mississippi, in Bankruptcy Case No. 24-50966-KMS, and
WHEREAS, the Bankruptcy Court entered an Order dated February 4, 2025, 
dismissing the Bankruptcy proceeding filed by Miranda Pippen, and by 
Order dated May 23, 2025, the Bankruptcy Court denied the Debtor's 
Motion to Reinstate Bankruptcy, therefore the automatic stay imposed by 
11 USC § 362(a) was lifted so as to allow First State Bank to proceed 
with it's rightful remedies available under the terms of said Deed of 
Trust, including, but not limited to foreclosure of same, and 
WHEREAS, on July 10, 2025, Miranda Breeding Pippen, filed a subsequent 
Petition for Bankruptcy in the United States Bankruptcy Court for the 
Southern District of Mississippi, in Bankruptcy Case No. 25-50989-KMS, 
and
WHEREAS, the Bankruptcy Court entered an Order dated November 25, 2025, 
dismissing the Bankruptcy proceedings filed on July 10, 2025, in Case 
No. 25-50989-KMS, therefore the automatic stay imposed by 11 USC § 
362(a) was lifted so as to allow First State Bank to proceed with it's 
rightful remedies available under the terms of said Deed of Trust, 
including, but not limited to foreclosure of same; 
WHEREAS, default has been made in the payment of the indebtedness 
secured by said Deed of Trust and the legal holder of the note secured 
by said Deed of Trust has requested the undersigned to sell said 
property for the purpose of satisfying the indebtedness and cost of 
sale.
NOW, THEREFORE, notice is hereby given that the undersigned Trustee 
will, on the 13th day of February, 2026, offer for sale at public outcry 
and sell during the legal hours of sale, being between the hours of 
11:00 a.m. and 4:00 p.m. at the Main Front door of the Wayne County 
Courthouse in the City of Waynesboro, Wayne County, Mississippi, for 
cash to the highest bidder, the following described property situated in 
Wayne County, Mississippi, to-wit:
Section 2: Commencing at a 1 3/4 inch iron pipe found situated at the 
locally accepted northwest corner of the NW 1/4 of NE 1/4 of Section 2, 
Township 8 North, Range 8 West in Wayne County, Mississippi; thence run 
South 89 degrees 27 minutes 22 seconds East for 294.92 feet to a rebar 
set in a fence being the Point of Beginning of the land to be described; 
thence South 89 degrees 27 minutes 22 seconds East along said fence and 
the projection of said fence for 366.28 feet to the Northeast corner of 
a parcel of land described and recorded in Deed Book 716, page 248, said 
corner being 12.2 feet South 89 degrees 27 minutes 22 seconds East from 
an 8 inch treated fence corner post found thence South along the East 
line of said parcel for 365.09 feet to the North right-of-way line of U. 
S. Highway No. 84 four lane highway, a power pole post found; thence 
South 88 degrees 22 minutes 00 seconds West along said right-of-way for 
331.29 feet to a right-of-way marker found; thence North 67 degrees 49 
minutes 00 seconds West along said right-of-way for 127.70 feet to a 
railroad spike set at a corner of a parcel of land recorded in Deed Book 
775, page 501; thence North 01 degrees 46 minutes 00 seconds West for 
64.01 feet to an iron gatepost found; thence North 17 degrees 45 minutes 
22 seconds East for 279.11 feet to the Point of Beginning, containing 
3.54 acres, more or less. Land being subject to existing utilities, 
including a 10 ft. easement to Bell South recorded in Deed Book 1021, 
page 43-45.
together with all and singular the improvements situated thereon and 
hereditaments and appurtenances thereunto belonging.
Title to said property is presumed to be good but I will convey only 
such title as is vested in me as Trustee.
The aforesaid property will be sold and conveyed without covenants of 
representation or warranty, and subject to taxes, if any, which may be 
outstanding.
