REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES
The City of Waynesboro, Mississippi requests proposals from qualified 
firms or individuals to provide engineering services for work related to 
sewer improvements through the Mississippi Department of Environmental 
Quality-Revolving Loan Fund Program. Qualified firms or individuals are 
invited to submit a proposal, in according with this request, to the 
City of Waynesboro, Attn: Mayor Scott Frost, 714 Wayne Street, 
Waynesboro, MS 39367 or by hand-delivery to Waynesboro City Hall, 714 
Wayne Street, Waynesboro, MS 39367, no later than 10:00 A.M, on December 
9, 2025.
The Engineer will be responsible for performing all engineering services 
through project closeout in accordance with federal, state and local 
law, regulations and policies. The scope of work includes but is not 
limited to the following: 1) prepare preliminary engineering report and 
cost estimates for proposed applications, 2) prepare plans and 
specifications, 3) distribute bid documents, 4) assist in bid opening 
and prepare bid tabulations, 5) assist in the execution of construction 
contracts, 6) hold pre-construction conference, and 7) perform 
construction inspection including periodic reports to the City, approve 
all payment requests, and assist with filling reimbursement requests to 
the state.
The City of Waynesboro is an Equal Opportunity Employer. The City 
encourages Minority-owned Business Enterprises (MBEs) and Woman-owned 
Business Enterprises (WBEs) to submit proposals. The City also 
encourages Section 3 eligible businesses to submit proposals.
All proposals must be submitted in a sealed envelope and marked with the 
following language: "Proposals for Engineering Services." Proposals will 
be evaluated on the following factors: Qualifications (40 points), 
Experience (40 points) and Capacity for Performance (20 points). To be 
evaluated properly, the following must be addressed in detail: 
Qualifications — List of qualifications of persons to be assigned to 
project, Experience — Information regarding the firm's experience and 
the projects previously undertaken, Capacity for Performance — 
Identify the number of title of staff assigned to provide services.
The City will designate a selection committee to evaluate each proposal. 
The selection committee may hold proposals for a period of up to thirty 
(30) days for the purpose of reviewing and investigating the proposals' 
content. The City reserves the right to reject any and/or all proposals.
Subject to required conditions, the City will award a contract with the 
qualified firm or individual whose proposal has the highest number of 
cumulative points and determined to be the most advantageous to the 
City, price and other facotrs considered. The contract will include 
scope and extend of work and other essential requirements. An individual 
contract will be executed for each project awarded, and the contract 
will be on a fix price basis. The City has the authority to terminate 
the selection at any time.

You have been made a Respondent in the Petition filed in this Court by 
the Petitioners seeking terminate of your parental rights of a minor 
child H.D. born unto Terri Touchstone in July, 2008.
You are summoned to appear and defend against said Petition for 
Termination of Parental Rights at 9:00 o'clock A.M. on the 9th day of 
December, 2025, in the courtroom of the Wayne County Chancery Courthouse 
at Waynesboro, Mississippi, and in case of your failure to appear and 
defend a judgment will be entered against you for the money or other 
things demanded in the complaint or petition.
You are not required to file an answer or other pleading but you may do 
so if you desire.

PUBLIC NOTICE
To all owners, operators and persons interested in the South Wolf Creek 
Field and in the following described lands therein:
Section 26, Township 10 North, Range 8 West, Wayne County, Mississippi
TAKE NOTICE that VENTURE OIL & GAS, INC. ("Venture") has filed a 
Petition with the State Oil and Gas Board of Mississippi in the 
above-referenced docket requesting that the Board grant the following 
relief: approve the plugging of the Daniel L Brenner Well No. 1 (the 
"Well") as an exception to the otherwise applicable plugging 
requirements of Statewide Rule 28 and grant such other relief as set 
forth in the Petition. The Well is located at a surface location that 
is 795 feet North of the South line and 1,279 feet West of the East line 
of Section 26, Township 10 North, Range 8 West, Wayne County, 
Mississippi.
TAKE NOTICE that the above and foregoing matter will be heard at the 
regular December 2025 meeting of the Board to be held at 9:00 o'clock 
a.m. on December 17, 2025 at 500 Greymont Avenue, Suite E, Jackson, 
Mississippi 39202, at which time and place all interested parties may 
appear and contest said matter.
If you intend to contest the docket or request a continuance, you must 
notify the Board and Petitioner's representative of your intention in 
writing not later than 5:00 o'clock p.m. on Tuesday, December 9, 2025 
(seven (7) days prior to the date stated above for the hearing). 
Failure to so notify the Board and Petitioner shall be a waiver of your 
right to contest or request continuance.
You are advised that the Board may adopt orders concerning a petition 
which may differ from the relief requested by Petitioner, and the Board 
will enter such order or orders as in its judgment may be appropriate in 
accordance with the evidence presented.
