REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES (CDBG)

The Wayne County Board of Supervisors, requests proposals from qualified

firms or individuals to provide engineering services for work related to

the implementation of approved FY 2022 Community Development Block Grant

(CDBG) project(s). You are invited to submit a proposal, in accordance

with this request, by mail or hand delivery to office of the Wayne

County Board of Supervisors; Attn: Holley Lewis, Comptroller, at 609

Azalea Drive, Waynesboro, Mississippi 39367-2616, no later than 10:00

a.m. June 23rd, 2022.

The Engineer will be responsible for performing all engineering services

through project closeout in accordance with federal, state and local

law, regulations and policies. The scope of work includes but is not

limited to the following: l) prepare preliminary engineering report and

cost estimates for proposed CDBG applications, 2) prepare plans and

specifications, 3) distribute bid documents, 4) assist in bid opening

and prepare bid tabulation, 5) assist in the execution of construction

contracts, 6) hold pre-construction conference, and 7) perform

construction inspection including periodic reports to the County and

approve all payment requests.

Additionally, the selected firm or individual must comply with Section 3

evaluated properly, the following must be addressed in detail:

Qualifications List of qualifications of persons to be assigned to

project, Experience - Information regarding the firm's experience and

the projects previously undertaken, Capacity for Performance - Identify

the number and title of staff assigned to provide services.

The County will designate a selection committee to evaluate each

proposal. The selection committee may hold proposals for a period of up

to thirty (30) days for the purpose of reviewing and investigating the

proposals' content. The County reserves the right to reject any and/or

all proposals.

Subject to CDBG award(s) and the removal of all environmental

conditions, the County will award a contract with the qualified firm or

individual whose proposal has the highest number of cumulative points

and determined to be the most advantageous to the County, price and

other factors considered. The contract will include scope and extent of

work and other essential requirements. An individual contract will be

executed for each awarded project, and the contract will be on a fixed

price basis in accordance with the established CDBG program fee scale.

The County has the authority to terminate the selection at any time.

TAKE NOTICE that SCORPION OIL & GAS, LLC, Petitioner, has filed a

Petition with the State Oil and Gas Board of Mississippi requesting that

the Board grant the following relief: grant an exception for the NYCFU

19-6 Well No. 1 (the "Well") to the otherwise applicable requirements of

Statewide Rule 63, including the requirement of Rule 63.6.E. under which

a packer is to be no more than 150 feet above the top perforations; and

grant such other relief as set forth in the Petition.

A tandem packer has been set downhole in the Well. As set, the bottom

packer is within 150 feet of the top perforations as required by

Statewide Rule 63, but the top packer is more than 150 feet above the

top perforations. The Well is authorized to be used as and is used as

an enhanced recovery injection well for secondary recovery operations in

North Yellow Creek Field. The Well is located at a surface location

that is 534 feet East and 594 feet North of the Southwest Corner of the

Southeast One-quarter of the Northwest One-quarter of Section 19,

Township 10 North, Range 7 West, Wayne County, Mississippi, in North

Yellow Creek Field.

TAKE NOTICE that the above and foregoing matter will be heard at the

regular June 2022 meeting of the Board to be held at 10:00 o'clock a.m.
